I would imagine so
if they allowed too many people unrestricted you could have a disaster on your hands. I'm sure I read about changes to the reputation system. Sure I read that if someone complains about loads of people in other words abuse the reporting system, that persons effect on someone else's rep would be much less than say someone who may only complain the odd time about people are really bad.
while sounding complex sounds better than 360 system
